Textile industry was included in the key industries of reform

Recently, the State Council officially released “industrial transformation and upgrading plan (2011-2015). The Plan put forward eight key tasks for the industrial transformation and upgrading. The first is to enhance the capability of independent innovation. The second is to strengthen the technological transformation of enterprises. The third is to improve the level of industrial information. The fourth is the promotion of industrial green low-carbon development. The fifth is implementation of quality and brand strategies. The sixth is the development of a core group of competitive large enterprises and groups, the promotion of SMEs to be developed as new and special enterprises, improve enterprises management level of modernization, encourage the big companies and SMEs coordinated development. The seventh is to promote regional industrial co-ordination and development. The eighth is to enhance the level and depth of opening up.

According to the Plan, it is necessary to strengthen the development and application of ultra-simulation, functional, differentiated fibers, new raw material fiber and other fiber materials technology level in China and strive to reach international advanced level. To promote the recycling of waste fiber products, recycled fiber accounting for the proportion of the total fiber processing to 15 percent. To organize the implementation of industrial textiles application and demonstration, to strengthen product standards and specifications docking, speed up industrial textile development and application.

The development of efficient spinning, high-speed weaving, short process of printing and dyeing and other complete sets of equipment and technology, optimize the unique resources of wool, linen, silk and other textile dyeing processing technology.

Enhance the textile and apparel product design and R & D capabilities, strengthen marketing innovation and supply chain management and improve the brand value system, focus on the development of a number of comprehensive strength of independent brands. Actively promote the transfer of industry, and guide the development of deep processing enterprises in the main producing areas of cotton, linen, silk cocoon, wool. The central and western regions of textile industrial output value accounted for the proportion increased to 28 percent.
